The members of the Florida Keys HIV Community Planning Partnership
welcome you to their web page. We'd like to encourage you to join us in our efforts
to make a difference for those affected by HIV/AIDS.
The Ryan White
CARE Act of 1990 contained a requirement that a local advisory group
be created. The original group was called the Consortia. This was
the beginning of the Patient Care section of the Florida Keys HIV
Community Planning Partnership (FKHCPP). In 1994 the Centers for
Disease Control added a requirement that Prevention be added. In
2000 the two groups merged into one group creating the Planning
Partnership.
In 2003, the Florida Keys HIV Community Planning Partnership
(FKHCPP) adopted new bylaws, under which it operates today. The
purpose of the Partnership is to oversee the use of funds in assisting
those affected by HIV/AIDS. The Partnership is a coalition of the
community and AIDS service providers in an effort to maximize the
limited resources.
The Patient Care section of the Partnership acts in
an advisory capacity over the expenditures of Title II, III, and
Housing Opportunities for People with AIDS (HOPWA), AIDS Drug Assistance
Program, (ADAP) and the AIDS Insurance Continuance Program (AICP).
They also participate in the development of the statewide Comprehensive
Plan for Patient Care as set forth by the Bureau of HIV/AIDS. This
plan is submitted to the Health Resources and Services Administration
(HRSA). This plan is mandatory in order to receive any funding.
The Prevention section is responsible for developing
a local prevention plan including target populations and interventions.
This local plan is then incorporated into the statewide Comprehensive
Plan for Prevention, which must be approved by the Centers for Disease
Control (CDC). This plan is also mandatory in order to receive funding.
The FKHCPP reports to the Monroe County Health Department.
This Partnership represents Monroe County, Area 11b according to
the state region composition.
The Planning Partnership is responsible for the oversight of Ryan White
Funding that is distributed to such organizations as the Monroe County Health Department HIV
Clinic, and AIDS Help, Inc. Even though these agencies
are represented within the Partnership, the organizations themselves do not have control
over the workings of the Partnership. The Partnership is an independent organization
that is guided by its own set of Bylaws.
Membership in the FKHCPP is open to all interested
parties, with an emphasis on participation by those affected by
HIV. Membership consists of voting and non-voting members. The Planning
Partnership consists of three categories: Patient Care, Prevention
and the Community. All members of the community are encouraged to
join in the Partnership in our efforts to assist those living with
or affected by HIV/AIDS.
